SELECTION CRITERIA OF ATHLETES & APPEAL MECHANISM

1.     The first stage of the selection of the Hongkong wrestling national team is  the Hongkong championship competition. The presence of all qualified persons is mandatory and the competitions will be held without weight divisions.
 
·   Note 1: All medalists in the Previous  World Championships are exempt from  
            participating in the country's championships.
 
·   Note 2: All Hongkong medalists in the Previous World Championships, who intend to
           change weight, is mandatory in these competitions.
 
·   Note 3: People who are not exempted from these competitions will be removed from
           the selection cycle in case of absence.
·   Note 4: Each wrestling club is allowed to participate in these competitions with a full team which including 10 wrestlers.
 
1.2   Output of national championships:
 
·   The first player, while remaining in the national team selection cycle, will be sent to the Asian Championship, Base on direct opinion of the Head coach. 
 
·   The joint second and third placers will remain in the cycle and will be allowed to participate directly in the International Tournament.
 
2.     The second stage of the selection cycle of the national team of the International tournament selection competition, the date of which will be announced later by the Head coach.
 
3.      The third stage of the selection cycle of the national team (Asian championship competitions):
 
3.1    Wrestlers who win gold medals in these competitions will be exempted from
         participating in the International Tournament and will directly participate in the final 
         stage of national team selection.
3.2   Wrestlers who do not win a gold medal in the Asian Championship must participate in the International tournament. The date of which will be announced later by the Head coach.
 
4.     Output of International Tournament:   
·   The first person of this competition will go to the final stage of national team selection.
 
5.     The fifth stage (the final stage of selection of the national team without weight divisions), the date of which will be announced later:
·   These competitions will be held either as face-to-face meetings or sent to an overseas tournament.
 
6.      Final description:
 
6.1    Due to the fact that all the countries's wrestling capacities are used, there is a possibility that talented wrestlers have been identified by the technical staff during the selection cycle of the national team and will be sent to international tournaments for further and better evaluation. If they get brilliant results, they will be invited to the national team camp and will be evaluated by the technical staff in order to be given a quota to participate in the national team's selection cycle.
  •  Appeal Policy

        Athletes who disagree with the results may appeal to the association. The appellant may not  appeal simply based on a disagreement/dissatisfaction with the result, the grounds of appeal shall be non-compliance with the selection criteria or that the result is based on unreasonable/unfair/irrelevant factors.

       8.The Appeal Panel

      The Executive Committee of the association will set up an Appeal Panel to determine the appeal. Members of the Appeal Panel will be appointed by the Executive Committee.

      9. Appeal Procedure

   9.1 The appellant must submit a written notice of appeal to the association within 3 calendar days after the announcement of the selection results. Late applications will not be accepted.

   9.2 Appellant who are under 18 years of age may appeal through their parents or guardians. Appeals submitted anonymously will not be accepted.

   9.3 The notice of appeal must clearly state the grounds and justifications for the appeal and be accompanied by a crossed cheque for the appeal fee of HK$1,000 (payable to “Hong Kong Wrestling sport association Limited”). The fee will be refunded if the appeal is allowed.

  9.4  If the appellant dissatisfies with the results of the hearing, he/she may submit a written request, with appropriate reasons, within three working days after release of the hearing results to the Association for a final review. After receiving the written request, the Association will form a final review committee in seven working days (members include the Chairman of the Association, an Executive Committee member appointed by the Chairman*, and one President/Vice-President). The final review committee will conduct a final review hearing in 14 working days upon its formation (members attending the hearing include the appellant, as well as the Head Coach and sports programme subject officer). Results of the hearing will be given to the appellant within three working days of the hearing’s conclusion. The result of the final review hearing will be the final judgment.
